Desert Meadows III HOA Board Vacancy Notice OCTOBER, 2020

At the end of this year there will be four (4) vacancies for Directors.

Some of the vacancies will be Officer positions. In accordance with the HOA By-Laws, after the Director vacancies are filled, the Directors then vote for the Officer positions – President, Vice President, and Treasurer.

We are asking that any member who is interested in serving on the Board (including winter members) with or without experience in serving on Boards, to submit your name to the Nominating Committee by Email – gvdesertmeadows3@gmail.com, by October 15,2020.

The purpose of your HOA is to serve the members by maintaining and enforcing the CC&Rs & By-Laws which you approved, for maintaining our property values. All candidates should be in good standing with the HOA CC&Rs and By-Laws.

Please be a volunteer that will help your HOA and neighbors.

Dear Community Member:

  1. VOTE SAFE INITIATIVE: Pima County and the Pima County Recorder’s Office are launching a Vote Safe initiative to encourage everyone to vote by mail in order to slow the spread of COVID-19. Go to pima.gov/VoteSafe for information on how to register to vote, request a ballot by mail, check your registration and more. (FYI Newsletter, Pima County 9/11/2020).
  2. BALLOT DROP OFF LOCATION: Some of you would prefer to drop off your mail in ballot. The location for Green Valley will be Good Shepherd United Church of Christ, 17750 S. La Canada Drive, Sahuarita (on La Canada between Duval Mine Road and Sahuarita Road). To find out dates and times at which you can drop off your ballot, go to pima.gov and choose the Election Department. The information for the general election drop off dates is not yet available. The Council will post on its website, gvcouncil.org, the drop off location, dates and times as soon as they are available. We assume the Green Valley News will also provide this information. As soon as your early ballot arrives, find out more about dropping it off versus mailing it.
  3. FREE COVID TESTING IN GREEN VALLEY 8-11 FRIDAY AND SATURDAY: See the flyer the Council sent out on Monday, check our website for more information or call us for more information. This is Pima County Health Department testing and you will need a voucher to get tested. You can also go to pima.gov and the COVID section and then testing. You can register directly on that site. The testing site is Green Valley Presbyterian Church on Camino Del Sol.
  4. NOW YOU CAN TEXT 911! Calling is best so you can provide more information and answer potentially life saving questions, but if you can’t call, use the texting option. Texting is particularly helpful for those who are deaf, hard of hearing, have difficulty speaking, out of phone range, or in a position where it is unsafe to actually talk. A dispatcher will text back and start asking the kinds of questions a dispatcher would ask if you called. The first question is always your location. If you are on the road, try to remember mile markers or the exit, cross street or landmark you have just passed by or are just coming to.   5. YOUR HOA BELONGS TO YOU, THE HOMEOWNERS, SO PARTICIPATE: When talking with HOA Presidents, one refrain is continuous, “How can I get more people to volunteer for the Board”. Your HOA belongs to all the residents and ownership has some responsibilities, such as participating in governance. Many people don’t volunteer because they overestimate the time involved. Another reason people don’t volunteer is the kind of obnoxious treatment they sometimes receive from other HOA residents. Some people demand, not ask. They want miracles, favored treatment, bending the rules for them, have more/less rules, more services for less money–and on and on. You can’t please everyone and sometimes end up pleasing very few even if the Board’s decision is the right and legal way to do something. Fortunately, these obnoxious homeowners are usually in the minority. If obnoxious homeowners are in the majority, something is very wrong in your community. Most of the time, your HOA is just very happy you are undertaking the work of running that community. HOA Board terms are usually fairly short and, once you learn the ropes, not time consuming. If your HOA has a management company, Board membership takes even less time. If you manage your own HOA, it does take more of your time but usually there are some seasoned Board members or even ex-Board members to help a new person succeed on the Board. The Council provides free annual training after the first of the year for new Presidents, Treasurers and Secretaries. If you have good listening skills, could make some time for volunteering and want to help or improve your community and get to know people better, please volunteer to be a Board member. Also, if you are a homeowner, be nice to your Board–they are working for you for free and care about your neighborhood!
  6. IT IS GOING TO BE A LONG WINTER: Dr. Anthony Fauci warned late last week that Americans will need to “hunker down” for a difficult fall and winter. He said that every time COVID restrictions are lifted, “we get a blip…it’s whack-a-mole”. Dr. Fauci noted that we cannot say we have made real progress on COVID containment until the reported cases are 10,000 a day or less. Right now the count is about 36,000 per day. (The Week, 10 Things You Should Know Today, Saturday 9/12/2020). Dr. Fauci has also been emphasizing the need to keep up your preventative health care as the flu season approaches–get that flu shot now! The CDC reported late last week that dining in a restaurant results in a 3x greater risk of contracting COVID. That message is ONLY for dining in, not eating outside. Thankfully, it is almost time here for outdoor dining to be a pleasure. We also greatly encourage getting take out from your favorite restaurants, and maybe some new ones, as often as your pocketbook and appetite allow.
  7. KEEPING A PROMISE TO THE BOARD OF REPRESENTATIVES: During my almost two years as President of the Council, I presented to the Board of Representatives two out of three of the series “HOW UNIQUE IS MY VALLEY”, the history of early Green Valley as learned through resources such as reading all issues of the GV News from 1964-1980. Previously I had presented the same talk in one session OLLI classes. I promised the Board I would present the last segment at our meeting in March. COVID changed that. There was no March meeting. Before I leave this community I love, I am keeping my promise to the Board. The Council has no facilities for a webinar and Zoom doesn’t work for having so many people listening. I reached out to KGVY to find out if it would air the last segment of the series. Instead, KGVY asked if I would present the entire program in a series of three Friday ½ hour presentations on the “Cracker Barrel” program. So, beginning Friday, Oct. 2 and for the two weeks following, Oct. 9 and Oct. 16, at 11:30 all of you can hear the story of early Green Valley. It is far more exciting than you may think! Just tune into KGVY 1080 AM or 101.5 FM on those successive Fridays.

To you and to all the wonderful neighbors in Desert Meadows III, we cannot thank you all enough for your help in celebrating Bob Leanna’s 100th birthday on May 15.  Thank you to the local Green Valley Fire Department, the Pima County Sheriff’s Department, the SAV group, the Legion Riders motorcycle group, the kind neighbors who participated in their cars and golf carts, with banners, and signs, and gifts, and wonderful words of celebration. 

Thank you to the Green Valley News reporter and the reporters for Tucson’s Channel 4 and Channel 9 who also participated.  Due to the Covid 19, we feared there could be no celebration of this milestone birthday but with all your help, it truly became a day to remember for this WW II veteran.

Please convey our heartfelt thanks to each and every one who participated, who sent greetings, who Shared their day, and made this the greatest one and only 100th birthday.

Dear Desert Meadows III Homeowners,

The Coronavirus is still an issue but Gov. Ducey is slowly lifting constraints on businesses. Time will tell how that will go and what measures will be necessary to try and keep everyone safe as we rebuild our economy.

GVR facilities have not yet opened for meetings so we are still ‘on hold’ for our Board Meetings which means minutes can’t be approved and nothing can be voted on until we can hold a meeting again.  In light of that we thought it prudent to at least bring you up to date on some of the unresolved issues and questions that were brought up at the annual meeting back on February 19, 2020.

If you read the unapproved minutes from the annual meeting (on the website) you’ll see that there was a candidate who was elected by the members but found ineligible to serve due to CC&R violations.  The violation concerned building permit compliance and involved Pima County. After much research and several phone conversations with several departments at Pima County an error on their part was discovered on their final permit which they apologized for and immediately corrected. The CC&R violation keeping this elected candidate from serving was based upon inaccurate information from Pima County. If you would like further information I can provide names of Pima County employees I spoke with, as well as, the date the error was corrected and who corrected it.

We then consulted with GV Council regarding the situation, the perceived violation, and the Pima County error/correction on the final permit. Upon their advice, we informed the candidate that he was found not to be in violation of the CC&R’s so his election to the board by the members stands and he is eligible to serve on the board. He has not yet been elected to a specific position on the board as that takes a vote of the board members and we are not yet allowed to hold a meeting. GV Council also advised that if we want to avoid a similar situation in the future we will need to amend our CC&R’s to include a garage size limitation on new building of, and/or modifications to, single family residences. Any amendment of CC&R’s will have to go to a vote of the members.

At this time there are still six members with unpaid dues for 2020. Notices of the unpaid dues and fines assessed were sent out on 04/02/20.

Most of the yards here are beautifully maintained, however, there are a few yards and alleyways with very overgrown weeds, bushes, and trees, and dead and wilting wildflowers and plants.  We strongly suggest you get those cleaned up. If you don’t get them under control now while it’s still dry they will totally be out of control come monsoon season. Our Grounds and Weeds Committee will start issuing non-compliance notices again after June 1st so you still have a couple of weeks to tidy things up.

There was another concern involving parking on the roads. They are county owned roads. The county has no ordinance involving moving your vehicles from one side to the other or limiting how many days in a row you can park your vehicle on the road as some larger urban areas do. However, upon advice from GV Council, we can enforce the parking and/or storing of the types of vehicles allowed, such as limiting the number of days an RV can be parked for loading and unloading, or restricting the use of trailers within Desert Meadows III, etc.   Refer to CC&R 4. A-F. The CC&R’s can be found on the website.

At this time, we are in the process of addressing the violation involving falling stucco on a property in disrepair and the overgrown weeds on that same property.

There is a new form on the website that you can print off, fill out, and give to a board member to lodge legitimate complaints.

The majority of members have always been and remain in compliance with our CC&R’s. Thank you for doing your part in keeping our neighborhood tidy and protecting our property values.  You truly understand what it means to be part of an HOA and its purpose.

We are still in need of volunteers. The vice president position on the board is still vacant.

Happy 100th Birthday Bob!

Pictured with Bob Leanna is his daughter-in-law Nola.  Bob received just over 100 birthday cards from family, neighbors, and friends! 

The Sheriff’s Auxiliary, the Fire Dept., the Legion Riders, a couple of golf carts, about 20 vehicles, and several pedestrians turned out for the surprise drive by this morning to wish Bob a very Happy Birthday. 

Bob was presented with a birthday banner, a personal birthday cake, balloons, and a jar full of 200 Hershey’s kisses. 100 wasn’t enough because Bob is twice as sweet!

Green Valley News, Channel 9, and Channel 4 were there to cover the story.  When asked what he thought of all of this Bob replied, “I just can’t believe all of it. This is wonderful. Thank you so much!”

DM3 President’s Letter

Hello Neighbors!

This Coronavirus disease is a nasty one. Hope you are all well and practicing social distancing when you do have to venture out for essentials. I thought it appropriate to remind everyone what “Social Distancing” means according to Pima County. This information can be found on their website at webcms.pima.gov under Health, then go to Education and Outreach, then Coronavirus (COVID-19).

AVOID:
Group Gatherings, Sleep Overs, Play Dates, Concerts, Theater Outings, Traveling, Athletic Events, Crowded Retail Stores, Malls, Workouts in Gyms, Church Services,
Visitors in Your House, Non-Essential Workers in Your House, Mass Transit Systems.
Keep at least 6’ – 8’ between yourself and others when you do go out.

Most of these activities were shut down several weeks ago but I can’t stress enough how even having a gathering in your home could be detrimental to your health right now. Please stay safe and use common sense.

Gov. Doug Ducey has issued a statewide stay-at-home order which goes into effect tonight, Tuesday, March 31st at 5pm and lasts at least until April 30th.
In order to slow the spread of the Coronavirus, we are asked to remain home except for trips out for food, medicine, and other “essential activities”.
The order does permit walking, hiking, running, biking, or golf, as long as, appropriate distancing practices are used.

In terms of enforcement, the order does not require people to provide documentation (as in other countries) or proof to justify their activities but does allow officials to issue warnings before citing someone. Those who ignore warnings could face a Class 1 Misdemeanor.

Please remember, Coronavirus (COVID-19) is a respiratory illness that can spread from person to person. This is a rapidly evolving situation and the Pima County Health Department is closely monitoring any new developments.

Two COVID-19 hotlines have been set up to answer questions from the public and healthcare providers about testing, symptoms, and other virus-related topics.

For general information about COVID-19 including news, testing, prevention, and cleaning guidelines, call 2-1-1 from 8am -8pm daily.

Healthcare providers or people who have questions about symptoms they or their patients are having can call 1-844-542-8201, anytime.

ADVISORY from Pima County:
If someone in your family has tested positive for COVID-19, keep the entire household at home and contact your medical provider.

I would also like to remind you of “nuisance noise” or “quiet time” hours. Per Pima County Sheriff’s Department, they are from 10pm to 7am daily. Let’s be considerate of our neighbors who are trying to get much needed rest in these uncertain and stressful times.

As for Board Meetings or HOA business, things are pretty much on hold for now. When things start to return to “normal” again, we’ll post new dates on our website, desertmeadows3.com, and will notify you via email. Until then, stay home, stay safe, and stay healthy.

Letter From Grounds and Weeds

February 19, 2020

Dear Desert Meadows III Residents:

Spring is just around the corner and that means weed season will be upon us before we know it. This is a good time to make sure your yard is and will remain weed free. Pre-emergence treatment of yards is a good route to go or be ready to kill or pull those invaders later.

For Winter Visitors who will be departing as soon as it gets hot here and a little warmer up north it’s recommended you make sure your property in DM III is cared for before departing, as well as, during your absence. It’s more difficult to take care of weed problems, etc. when you aren’t here.

Currently nearly all yards look weed free. However, letters may be going out to a few violators before March 1st. If you receive a letter you will have 30 days to take care of whatever the problem is.

Please don’t forget about the alley behind your home. Each household is not only responsible for their yards but also responsible for half of the alley/access road directly behind the property. They need to be kept weed free as well.

Most everyone has been doing an excellent job and you are thanked and
commended for that.

This is an effort to politely and gently remind/inform every one of the requirements of the new CC&Rs passed last year. We are volunteers attempting to do difficult jobs to ensure that Desert Meadows III remains a beautiful and pleasant place to live. Also to keep home values rising.

NOTE: The next general inspection of yards and alleys will take place the first week of April. In the meantime periodic spot checks will be done. Please be responsible for continual maintenance of your property. Feel free to call me if you have any comments or questions (305-906-1854).
