Dear Desert Meadows III Homeowners,
The Coronavirus is still an issue but Gov. Ducey is slowly lifting constraints on businesses. Time will tell how that will go and what measures will be necessary to try and keep everyone safe as we rebuild our economy.
GVR facilities have not yet opened for meetings so we are still ‘on hold’ for our Board Meetings which means minutes can’t be approved and nothing can be voted on until we can hold a meeting again. In light of that we thought it prudent to at least bring you up to date on some of the unresolved issues and questions that were brought up at the annual meeting back on February 19, 2020.
If you read the unapproved minutes from the annual meeting (on the website) you’ll see that there was a candidate who was elected by the members but found ineligible to serve due to CC&R violations. The violation concerned building permit compliance and involved Pima County. After much research and several phone conversations with several departments at Pima County an error on their part was discovered on their final permit which they apologized for and immediately corrected. The CC&R violation keeping this elected candidate from serving was based upon inaccurate information from Pima County. If you would like further information I can provide names of Pima County employees I spoke with, as well as, the date the error was corrected and who corrected it.
We then consulted with GV Council regarding the situation, the perceived violation, and the Pima County error/correction on the final permit. Upon their advice, we informed the candidate that he was found not to be in violation of the CC&R’s so his election to the board by the members stands and he is eligible to serve on the board. He has not yet been elected to a specific position on the board as that takes a vote of the board members and we are not yet allowed to hold a meeting. GV Council also advised that if we want to avoid a similar situation in the future we will need to amend our CC&R’s to include a garage size limitation on new building of, and/or modifications to, single family residences. Any amendment of CC&R’s will have to go to a vote of the members.
At this time there are still six members with unpaid dues for 2020. Notices of the unpaid dues and fines assessed were sent out on 04/02/20.
Most of the yards here are beautifully maintained, however, there are a few yards and alleyways with very overgrown weeds, bushes, and trees, and dead and wilting wildflowers and plants. We strongly suggest you get those cleaned up. If you don’t get them under control now while it’s still dry they will totally be out of control come monsoon season. Our Grounds and Weeds Committee will start issuing non-compliance notices again after June 1st so you still have a couple of weeks to tidy things up.
There was another concern involving parking on the roads. They are county owned roads. The county has no ordinance involving moving your vehicles from one side to the other or limiting how many days in a row you can park your vehicle on the road as some larger urban areas do. However, upon advice from GV Council, we can enforce the parking and/or storing of the types of vehicles allowed, such as limiting the number of days an RV can be parked for loading and unloading, or restricting the use of trailers within Desert Meadows III, etc. Refer to CC&R 4. A-F. The CC&R’s can be found on the website.
At this time, we are in the process of addressing the violation involving falling stucco on a property in disrepair and the overgrown weeds on that same property.
There is a new form on the website that you can print off, fill out, and give to a board member to lodge legitimate complaints.
The majority of members have always been and remain in compliance with our CC&R’s. Thank you for doing your part in keeping our neighborhood tidy and protecting our property values. You truly understand what it means to be part of an HOA and its purpose.
We are still in need of volunteers. The vice president position on the board is still vacant.
